Julio Lugo was born on November 16, 1975 in Barahona, Dominican Republic. He did not provide details about his early childhood and his parents. Lugo attended Fort Hamilton High School in Brooklyn, New York. He hit .350 for his high school team.

While playing for the Braves, he was involved in a controversial game that ended with a game against the Pittsburgh Pirates in the 19th inning. On September 2, 2011, he was released by the Braves. Then, in January 2021, he agreed to sign a minor league deal with the Cleveland Indians. However, the contract fell apart a few days later and Lugo remained a free agent.
