Carmen Salinas was born on October 5, 1939 in Torreón, Coahuila, Mexico. She was born to her parents Jorge Salinas Pérez Tejada and Carmen Lozano Viramontes. Her father, Jorge Salinas, was a famous soap opera actor in Mexico. Carmen has just finished primary school.

Carmen made her television debut in 1964 with Mexican director and producer Ernesto Alonso. She participated in his directing projects “La Vecindad, La Frontera (Border)” and “El Chaufer (Driver)”. Since her television debut, she has appeared in many Mexican television series. However, her most popular and notable role came in 1990, when she appeared as Philonia in the Mexican telenovela María Mercedes.
