Billy was born in 1957 in Greenport, Suffolk, New York. As for his education, he attended Syracuse University, where he earned a bachelor’s degree in marketing in 1978. He also played football while in college.
After graduating from high school, he began working at various car dealerships. Fuccillo once said: “I had no job, I was broke and I needed to be kicked out of my apartment. The only job I could find was selling cars. I found it to be good.”
