Silvio Scaglia was born on October 14, 1958 in Lucerne, Switzerland. Nothing is known about his youth or his parents. For study he enrolled at the Polytechnic of Turin, where in 1983 he obtained a degree in electrical engineering.

After graduation, he began working for the Italian aerospace company Alenia Aeronautica. There he briefly worked for the Tethered Satellite Project. The project was carried out in collaboration with Martin Marietta and NASA. His subsequent professional experience was as a programmer at Andersen Consulting. For three years he was also a project manager for a consulting firm.

Silvio joined the international consulting firm McKinsey & Company in 1986. There he broadened his experience working with clients in the automotive sector in Germany and Italy.
