Juan was born on April 10, 1954 in Colón, Panama, the son of Alma Geraldine and Rogelio L. Williams. His family immigrated to the United States from Panama on a banana boat when he was four years old. The family eventually settled in Brooklyn, New York.

Regarding his education, he attended Oakwood Friends School. He then enrolled at Haverford College, where he earned a BA in Philosophy in 1976.
