Kameni was born on May 21, 1925 in New York to an Ashkenazi Jewish family. He attended Richmond Hill High School and then Queens College, where he majored in physics. Before graduating, he was drafted into the United States Army. He served in the Army during World War II and then returned to Queens College, where he graduated in 1948.

Kameni then enrolled at Harvard University, where he earned his master’s and doctorate degrees in astronomy.
