Yes, you can get all sorts of enchantments at all sorts of levels from any of the Librarian Enchantment Book professions. Considering the number of enchantments and the possible levels that these enchantments can have, it can sometimes happen that you cannot find a particular one for a long time.

Combine two Protection 3s on an anvil and you get a Protection 4 . You cannot get a Prot 4 book through enchanting. You need 2 prot 3 books and combine them in an anvil (as the comment below also says!) You can get protection 4 at an enchantment table.

If you still need an answer, I found out that each enchantment level is worth 5 diamonds. So for win 1 the lowest would be 5, win 2 would be 10, win 3 would be 15 and win 4 would be 20. I love that enchantments cost twice as much so repairing them would cost 10 emeralds.
